ALGIERS - A military transport plane carrying members of the armed forces and their relatives crashed in eastern Algeria on Tuesday killing 103 people, the private Ennahar TV station reported, citing "informed sources".
A local official?said one person survived the crash and 53 bodies had been recovered, but declined to give an overall death toll, saying the search and rescue operation was still underway.
The plane crashed in a mountainous area in the Oum El Bouaghi province, about 500 km from the capital Algiers, Ennahar TV reported.
A military official, Colonel Lahmadi Bouguern, told the APS state news agency 99 passengers and four crew members had been on the plane but the death toll was "yet to be determined", adding bad weather and strong winds may have been a factor in the crash.
The transport plane took off from Algeria's southern Tamanrasset province and was bound for the eastern city of Constantine, APS said.

Over 1,000 wild birds have been rescued by forestry police in Beijing after tip-offs revealed a scheme by restaurants in the city's suburbs to cook and serve the birds.According to the tip-offs, endangered birds were available for purchase at a market in Tongzhou District of the capital city, where they were being sold for up to 100 RMB each. Some shops even took pre-orders, Beijing Morning Post reported.“You can order whatever kind of bird you want. I will give you a call when the bird is caught, but I can’t guarantee the time,” one vendor said, adding that he has been in this business for a year and has a reliable source for the most desired birds at the market.Some vendors spoke freely about selling endangered birds, such as falcons. They claimed that the animals were all caught from orchards because some buyers prefer wild birds.In the city's Daxing district, several restaurants prominently featured “fried sparrows” on their menus, priced at 50 RMB per dish. Bird-catching nets could also be seen near the villages of Nandi and Nanzhangke, where residents claimed the nets were being used to protect farmland.A total of 559 venues, including restaurants and markets, were inspected on Oct. 30. A total of 1,067 birds were rescued. At the same time, 36 people were arrested for enaging in illegal activities, according to Beijing forestry police.Beijing is located on the migration route of birds flying from northern to southern China. The birds usually stay for two months in Beijing before continuing their trip, Beijing Morning Post reported.

UNITED NATIONS - One civilian was killed and dozens, including a UN military officer, were wounded during an attack on a UN base in northern South Sudan, a UN spokesperson said Wednesday.
Citing reports from the UN Mission in South Sudan (UNMISS), UN spokesperson Martin Nesirky said situation in Malakal, capital of the Upper Nile state, was in flux after its base in the city was assaulted on Tuesday.
One civilian seeking shelter at the base was killed and dozens, suffering gunshot wounds, have received medical attention at the mission's hospital, he said.
"The mission said that peacekeepers fired multiple rounds of gunfire to deter anyone engaged in fighting from coming too close to its base, in order to protect civilians," said Nesirky, adding some 20,000 civilians continue to seek refuge at the compound.
Although the fighting has ceased, sporadic gunfire could be heard in Malakal and near its base in Bor, which is housing 9,000 civilians. An additional 6,000 civilians are seeking shelter within the UN base in Bentiu.
Clashes broke out in South Sudan since mid-December between military factions loyal to South Sudan President Salva Kiir and forces backing former Vice-President Riek Machar.
The month-long conflict have driven more than 400,000 civilians away from their homes. Last week alone, 78,000 people fled to neighboring countries, according to UN figures.
The fighting has escalated even as the parties are negotiating in the Ethiopian capital Addis Ababa under the patronage of the Inter-Governmental Authority for Development. The two sides have failed so far to reach a cease-fire agreement.
UN Secretary-General Ban Ki-moon called Tuesday on all parties to cease hostilities and urged them to engage constructively with the negotiation process.

Ahead of the sixth plenary session on Monday, the Party's Central Commission for Discipline Inspection (CCDI) released a trove of statistics on anti-graft, saying that 1.01 million officials have been investigated for graft from 2013 to September 2016.Experts said that China's anti-corruption campaign is a political accomplishment for the Party and is key to maintaining the Party's leadership.Eight corrupt officials at ministerial level or above were sentenced 20 days ahead of the Communist Party of China's (CPC) sixth plenary session. This includes two from North China's Shanxi Province, Nie Chunyu, former secretary-general of the CPC Shanxi Committee, and Bai Yun, former member of the Standing Committee of the CPC Shanxi Committee. Since the 18th CPC Central Committee in 2012, 34 ministerial-level officials have been sentenced, the Legal Daily reported.The sixth plenum will review two drafts concerning the comprehensive and strict management of the Party, a draft on the intra-Party political life under the new situation, and amendments to an intra-Party supervision regulation, the Xinhua News Agency reported.During the sixth plenary session of the 18th CPC Central Commission for the CCDI in May, President Xi Jinping said that the Party has given full play to inspection groups and has exerted greater efforts in pursuing fugitives and recovering stolen assets.Statistics from the Ministry of Public Security show that 409 fugitives were apprehended overseas during operation Fox Hunt in 2016, 15 of whom were on the list of the 100 most-wanted. More corrupt officials are attempting to transfer assets abroad before fleeing, and Fox Hunt is a way to arrest that trend, part of a larger campaign codenamed "Sky Net" that combines government, Party, law enforcement agencies, the central bank and diplomatic services, Xinhua reported."The anti-corruption campaign is a major political accomplishment for the Party since the 18th CPC Central Committee. It will continue to pile on the pressure as there are still hidden corrupt officials and some Chinese people aren't satisfied with the campaign," Zhi Zhenfeng, associate research fellow at the Institute of Law, Chinese Academy of Social Sciences, told the Global Times.Zhi said that compared with "tigers" - senior corrupt officials - most Chinese people are bothered by the "flies," especially those from local governments, and the Party is now pushing to build a supervision system at all levels.Lower-level targetsThe CPC released its eight-point rules on austerity in late 2012 to reduce pomp, ceremony, bureaucracy and other undesirable work practices."Aside from zero tolerance for corrupt officials, the anti-corruption campaign will target more lower level officials - a further step to strengthen the management of Party members and enhance Party credibility," Zhuang Deshui, deputy director of the Research Center for Government Integrity-Building at Peking University, told the Global Times.During the sixth plenary session of the CCDI, Xi said that more than 80 percent of civil servants and more than 95 percent of the officials at county-level or above are Party members. The supervisory system should be intensified within the Party as well as in government institutions."[Winning] the people's support is the top political priority," Xi said, adding that the anti-corruption drive has boosted people's faith in and support for the Party, and that people speak highly of the anti-corruption drive.Zhuang said that anti-graft and comprehensively intensifying discipline within the Party are also key to ensuring the Party's leadership. "The campaign helps remove the malignant tumor - getting rid of corrupt officials and building a group of officials with integrity to promote policies during the deepening of reform." "If cracking down on tigers and flies is treating the symptoms, the Party is now also introducing a permanent cure for corruption by institutionalizing intra-Party regulations and strengthening management of Party members," said Deng Lianfan, director of a research center for integrity-building with the Law Society of Hunan Province.Deng said that the CCDI's latest round of inspections in some regions, relatively soon after the first wave of inspections in October 2013, signals that all the measures during the anti-graft campaign would be performed on a regular basis, letting officials know clearly that they should always behave. MEXICO CITY - At least 1 person was killed and 51 others wounded Thursday in a candy factory blast in the border city of Ciudad Juarez, capital of the northern Mexican state of Chihuahua, local authorities said.
The Chihuahua state prosecutor's office reported the death of a worker inside the Blueberry factory, located in the Industrial Park Benito Juarez bordering US state of Texas.
The office also said at least 51 people were injured, 10 seriously and the rescue efforts are under way.
The Ciudad Juarez's Mayor Enrique Serrano said the explosion happened at around 2:00 pm (1900 GMT) local time and the injured were taken to nearby hospitals.
Ciudad Juarez Civil Protection Director Fernando Mota said there are dozens of workers missing and they could be trapped inside the building.
Chihuahua state's Governor Cesar Duarte Jaquez said on his Twitter that "We regret the incident happening in Ciudad Juarez's factory; relief units are transporting the wounded to hospitals," adding that the government is willing to provide all necessary assistance to the injured people
Local TV said an accumulation of gas led to the explosion of a boiler, causing the collapse of part of the second floor of the candy factory, injuring more than 30 employees in the operational area, who were hurt by the blow of the explosion and then pieces of concrete falling from the ceiling.
Some six ambulances rushed to the scene to take the injured to the nearby hospitals, while Civil Protection personnel evacuated hundreds of employees of the plant.
